About TGU

1.	NAME 
The name of the union shall be “TANZANIAN GOLF UNION”, and it shall be registered by this title with the NATIONAL SPORTS COUNCIL of Tanzania as requires by the National Sports Council of Tanzania Act 1967.
 
 
2.	EMBLEM AND COLOURS 
The emblem of the Union shall be a giraffe and golf clubs, the colors will be green, black and blue.
  
3.	OBJECTIVES 
(a)   To be the ruling body for golf in Tanzania, in strict compliance with the National Sporting Policy, and to represent the Golf Clubs, Associations, Society, etc. and the golfers, on the National Sport Council or any similar sports bodies which may be informed.
  
(b)   To promote the interest of golf in Tanzania by developing the talents of young Tanzanians and establishing facilities to play the game.
  
(c) To control the Amateur Open Golf championship of Tanzania and other open events.
  
(d)   To give approval and recognition to suitable Golfing Societies and Clubs originating in Tanzania.
       
(e) To organize National and Regional Golfing competitions.
  
(f) To promote and encourage the construction of Golf courses by interested parties and to assist them in the procurement or land for the purpose.
 
4.	JURISDICTION OT THE ROYAL AND ANCIENT 
The Union shall adhere to the Rules, Definitions and Interpretations of the Royal and Ancient Golf Clubs of ST. Andrews, Fife, Scotland.
  
5.	MEMBERSHIP 
 (a)   The membership of the Union shall consists such recognized clubs and societies in Tanzania who shall have been elected to membership by majority of the membership present at general meeting at which such application for membership was considered, and shall have paid the annual subscription for the time being in force.
 
(b)   All golfing bodies must be affiliated to the Tanzania Golf Union. 
6.	SUBSCRIPTION 
  
(a) The annual subscription shall be determined annually depending on the size of the Golf club, number of holes and number of golfers in member club.
 
(b) The annual subscription shall be deemed to be due and payable on 1st January each year.
  
(c) Any member in arrears for more than six months in respect of any Subscription due to the Union shall, at the discretion of the Committee, Cease to be a member of the Union but, at the discretion of the Committee may be reinstated when all arrears have been paid full.
  
(d) The Committee shall be empowered to revise the annual subscription fee and when necessary, and be confirmed by the members at the Annual General Meeting.
  
7.	QUALIFICATIONS OF EXECUTIVE COMMITTEE MEMBERS 
  
The Executive Committee Members shall fulfill the following minimum criteria:
	
(a)   He shall have knowledge and be conversant with the rules of Golf.
(b)   Be experienced and competent leader
(c)   With high personal integrity
(d)   Be a patriotic citizen of United Republic of Tanzania.
  
8.	EXECUTIVE COMMITTEE 
  
(a)   The affairs of the Union shall be administrated by an Executive Committee, which shall conduct such affairs in accordance with the Constitution and Rules, and the accordance with the directions of the General Meeting.
  
(b)   The Executive Committee shall consist of the Chairman, Vice Chairman, The Hon. Secretary, the Hon. Treasurer, the competition and Handicap Secretary, and one member from each affiliated club, together with immediate Past Secretary of the Union who shall be an ex-officio member of the Executive Committee.
  
(c) The members of the Executive Committee, except for its ex- officio member, shall hold office for the three years but shall be eligible for	re – election for two more terms,
  
(d) Any member of any club or society shall be eligible for election to the	Executive Committee after filling the application form (Appendix 1)	and names of candidates must be published to the members two weeks	before the election.
  
(e) The quorum for meeting of the Executive Committee shall be fifty percent	of its membership.
  
(f) The Hon Secretary may call a meeting of Executive Committee after	consultation with the chairman, or at the request of four members of	the committee.
  
(g) The Chairman of the Union or in his absence the Vice Chairman shall	Chair all Executive Committee Meetings. In case both are absent the	Committee shall elect one from among themselves to chair that	Meeting.
  
9.	ACCOUNTS 
  
The Union shall keep proper books of account and the Hon Treasurer shall prepare them from – appropriate financial statements annually. Such financial statements shall be audited and laid before the Annual General Meeting following the financial year – end of the Union.
  
10.	GENERAL MEETING 
  
(a) An Annual General Meeting shall be held in each year on a dated appointed by the	Executive Committee.
  
(b) All General Meetings other than the Annual General Meeting shall be called Special General Meetings.
  
(c) The Executive Committee at its discretion may convene special General Meetings.
  
The Executive Committee shall call a special  General Meeting if it is require to do so by not less than four member clubs. Such requisitions shall be in writing and shall set out the business, which the requisitions which to be conducted.
 
The Executive Committee shall dispatch notice of a requisitioned Special General Meeting within three weeks of receipt of the requisition.
  
(d) General Meetings shall be convened by at least three weeks notice in writing to the Secretary of each member club and to each member of the Executive Committee.
  
(e) Notice of resolutions to be proposed at any General Meeting if not included in the notice convening such meetings, shall be forwarded in writing to the	Hon. Secretary of the Union to reach him least 14days prior to the date of the	Meeting. The Hon. Secretary shall thereupon-forward copies of such notices	to all persons entitled to received notice of such meeting.
  
(f) Every member club shall be entitled to send one of its members as delegate to	attend and vote on its behalf at the General Meetings. Any members club unable	to appoint a delegate may appoint a delegate may appoint a member of another	club to be its proxy to attend and vote on its behalf General Meeting.
Appointments of delegates and proxies must be notified in writing to the Hon	Secretary of the Union at least seven days before the date of General Meeting	Which such delegates, or proxy is to attend the vote. Failing such notification
The appointment of such delegate or proxy will be no effect
  
(g) Each member shall be entitled to cast one vote on any question before any	General Meeting.
  
(h) The Chairman, Vice Chairman, Hon. Secretary, Hon. Treasurer,	Competition and Handicap Secretary shall be entitled to cast one vote on any	Question before the General Meeting
  
(i) In case of equality of voting the Chairman shall have an additional or casting vote
  
(j) The quorum for any General Meeting shall be nine persons entitled to cast votes,	whether personally or as a delegate or as a proxy. In no quorum is present within	half an hour of the tome appointed for the General Meeting, such meeting shall	stand adjourned for 24 hours whereupon it shall be reconvened at the same time	and place and three persons entitled to cast votes as aforesaid shall constitute a	quorum.
  
(k) The Chairman of the Union shall be the Chairman of all General meetings but in	his absence the meeting may elect a Chairman.
  
(l) Except as provided in these rules, all questions shall be decided by the vote of	simple majority
  
11.	ANNUAL GENERAL MEETINGS 
 
The business to be transacted at the Annual General Meetings shall be:
  
(a)    To receive the Executive Committee’s report on the activities of the Union.
  
(b)   To receive the account of the Union
  
(c)    To elect a Chairman, Vice Chairman, Hon. Secretary, Hon. Treasurer and all Executive Committee Members.
  
(d)   To appoint an auditor
  
(e)    To confirm amend or reject any By-laws made by the Executive Committee since the date of the last General Meeting.
  
(f)     To consider any resolutions which has been submitted in accordance with Rule 10 (e)
  
(g)    To arrange a venue for the Union Competitions in the forthcoming year and advice on the tournament levy for each competition.
  
(h)    To confirm the annual subscription as proposed by Executive Committee and audit Tournament Levy.
  
12.	BYE-LAWS 
  
The Executive Committee may make Byelaws and Local rules which shall have immediate effect but shall be submitted to the next following Annual General Meeting for confirmation, amendment or rejection. This covers the Handicap system, Union Tournaments, Standard Scratch Score, Order of Merit and Union attire.
  
13.	AMENDMENTS AND CONSTITUTION AND RULES 
  
The Constitution and Rules of the Union may be altered by resolution duly passed in General Meeting. Such resolution shall have no effect unless two – third of the persons and voting thereon shall have voted in favor of it.
  
14.	ASSETS 
The assets and property of the Union shall belong to and be vested in three Trustees. The Trustees shall be the Chairman, the Hon, Secretary and Hon. Treasurer, who will also be signatories in the Bank.
  
15.	WINDING – UP 
The Union may be wound up and its assets and property disposed of, by been given to all member clubs of intention to move such a resolution. Such resolution shall have no effect unless three – fourths of the persons present and voting thereon shall have voted in favor of it.
